Pour water over fish heads and bones. Bring the broth to a boil. Add salt to taste and rinsed bay leaves to the broth a few minutes before it’s ready.

Flour should be sifted onto a surface. Create a hollow in the middle of the mound and slowly pour the warm, salted water into it. Pour in some vegetable oil. Work the dough into a soft dough.

Chop the peeled shrimp and mix in the sesame oil, soy sauce, and water. Include seasonings. Add the starch and stir until all the filling ingredients are well combined.
